Joseph (Joe) Hower has over 40 years of experience in energy systems engineering, air quality management, GHG management, regulatory compliance, permitting, litigation support, expert witness work, energy engineering, risk management, and pollution control engineering.Joe has served as the Engineer-in-Charge for multiple projects involving improvements to central heating and cooling systems, primarily on Northeast college and university campuses. He also isthe former Air Quality Practice Leader of Ramboll’s Southwest operations. For five years, Joe served on the South Coast Air Quality Management District (SCAQMD) Advisory Council where he gained extensive expertise in regulatory processes that he utilizes to negotiate complex technical agreements and permits with agencies, assist facilities with compliance programs, and provide technical expertise to litigation teams. In addition, Joe is an Executive Committee member of the Los Angeles County Business Federation (BizFed) Board of Directors and a member of the BizFed SCAQMD/CARB Coalition. He has served on the American Association of Port Authorities Environment Committee and is a past chair of the West Coast Section of the Air & Waste Management Association, as well as the FuturePorts Board of Directors. He also has held a Board of Director position with CleanTech Orange County. Joe teaches air quality permitting and compliance courses at the University of California, Los Angeles. He holds an MS in mechanical engineering (combustion) from the University of Southern California and is a Board-Certified Air Pollution Engineer and a professional engineer licensed in California, Connecticut, Georgia, Michigan, Nevada, New Hampshire, New York, and North Carolina.
