Paul has over 35 years of experience managing legacy environmental issues. He has provided technical consulting and project and program management services, including groundwater, drinking water, surface water, soil and sediment investigation and remediation. He has managed remedial programs for industrial facilities and landfills under CERCLA and RCRA throughout the Northeast, New England, Midwest, and Mid-Atlantic states involving unconsolidated materials and fractured bedrock (including karst), a wide range of contaminants (including chlorinated solvents, aromatics, PCBs, light and dense non-aqueous phase liquids, 1,4-dioxane, PFAS, semi-volatile organics, and metals) and various remedial stages, from initial investigation through operation and maintenance. Paul's experience includes agency negotiations, strategic planning, permitting and environmental compliance, litigation/settlement support, hydrogeologic/contaminant investigations, natural attenuation assessments, vapor intrusion assessment/mitigation, groundwater modeling, surface and borehole geophysics, the use of high-resolution site characterization tools, molecular biological tools and compound-specific stable isotope analysis. He also has implemented numerous projects that involved different remedial approaches, including enhanced in-situ bioremediation, dual-phase extraction, pump-and-treat (including unconventional extraction methods), point-of-extraction treatment, thermally-enhanced soil vapor extraction, monitored natural attenuation, phytoremediation, and excavation.
