Dr. Jens R. Valeur will co-chair the session Making Environmental Impact Mitigation Work. He will also present the paper Performance Standards for Oil Spill Risk, which he co-authored with Lars Wahl Andersen. The paper outlines the different approaches taken for oil spill risk assessment in Environmental & Social Impact Assessments (ESIAs) and in Quantitative Risk Assessments (QRAs), respectively, and the background for these. The large oil spill in the Gulf of Mexico in 2010 triggered a change in regulations worldwide, requiring operators to integrate oil spill risk analysis in their QRAs and in the design of their Emergency Response setup. The paper examines the challenges caused thereof, mainly related to the fact that consequences of an oil spill are more complex and difficult to quantify than the consequences in traditional safety studies.
