- We are both proud and humble to have been awarded the contract to develop the framework for good innovative workplaces in the new government quarter. This is a strategically important project for us and recognition of our expertise, says architect Lars Jarle Nore in Ramboll.
The Norwegian national planning authority, Statsbygg, has been commissioned to prepare a spatial and functional program for the new government quarter. This task includes assessment of space requirements for various ministries and consideration of whether the proposed space norm is appropriate. The program will include outlines for possible common functions such as canteen, reception, meeting rooms and press center.
- We are looking forward to a close corporation with Statsbygg and the user groups along with our partners in tegn_3. This is the most important and challenging development project of its nature in Scandinavia today, says Nore.
Ramboll and tegn_3 have offered a strong team of specialists in programming, organization and new workplace solutions. Statsbygg received six competition tenders for the spatial and functional program of which two were rejected. The award criteria were competence (65%), task comprehension (20%) and price (15%).
- Our assessment is that Ramboll and tegn_3 have provided the most advantageous offer. They have proven the best understanding of the project and have the most competent key personnel. The price is not the lowest, but it still comes out best overall, says project leader Ragnar Bovim in Statsbygg.
- In our understanding of the mission, we have emphasized a number of dilemmas which has to be addressed. Examples of such dilemmas are the need for transparency versus the need for security and control, desire for flexibility in areas versus desire for standardization, office workplace for employees versus the public arena and the desire for preservation of existing buildings versus renovation, says Siri Hunnes Blakstad in tegn_3.
The Norwegian Ministry of Local Government and Modernization has prior to our task decided that the new government building complex should be planned for 5.700 workplaces.
