The Danish Working Environment Authority wanted to secure better accommodation for workers in the construction industry in Denmark. Ramboll identified potential solutions by conducting interviews with experts and by reviewing current laws and regulations.

The Danish Working Environment Authority (DWEA) is an agency under the auspices of the Ministry of Employment, with the primary goal of securing safe and sound working conditions at Danish workplaces. This is done by carrying out inspections of companies, drawing up rules on health and safety at work and providing information on health and safety at work.

In the latest Finance Act, one of the focus areas was addressing social dumping within the construction industry. DWEA had heard negative stories about foreigners, who were hired by a foreign or Danish company to conduct a job in Denmark. For their duration of staying in Denmark, their living conditions could be in places, where people should not be living semi-permanently, eg on an attic, in a shed or in a basement

Ramboll was given the task to evaluate the typical living conditions of both Danish and foreign workers for three different sizes of construction sites supplemented by an assessment of current laws and regulations related to living conditions. Interviews were conducted with representatives from the selected active construction sites and experts from workers and employers organisation. Furthermore, the Femern tunnel and a Norwegian airport-project were selected for in-depth review.

Ramboll’s analysis showed that the typical living conditions for workers on Danish construction sites were  typically good, but few foreign workers chose to live poorly to save money. Furthermore, selected paragraphs in relevant regulations were pin-pointed to be further elaborated, if they should be used actively at DWEA’s numerous inspections.

If the recommendation were followed, DWEA would increase their leverage at inspection, if poor living conditions should be identified.

Ramboll won the project by combining extensive experience with securing good working conditions through project management and educational projects at relevant schools (Ramboll Denmark) with similar mappings and legal reviews from previous project (Ramboll Management Consulting).
