London Gateway is the UK’s first major deep-sea container port to be built this century. The 600-hectare port and business park is situated on the former Shell Haven oil refinery on the north bank of the river Thames. Ramboll was initially retained by DP World to carry out acquisition due diligence including review and interpretation of previous studies prepared by the vendor. The site had land contamination issues that needed to be assessed and managed.

Since the acquisition, Ramboll has assisted in many tasks including helping ensure that the clean-up obligations set out in the sales and purchase agreement are met and the site is remediated to an acceptable standard. Over three million cubic metres of dredged sand has been used to raise ground levels and create new land for the port.

Investor Confidence

For a development of this scale, it is important to have confidence that the agreed environmental criteria and standards are consistently met. Ramboll has been instrumental in agreeing a risk assessment and remediation strategy with the regulatory authorities and reviews the remediation work performed by others so that appropriate levels of assurance can be given to financial and investment institutions.

Multidisciplinary Services
Along with the challenges of remediating a historic oil refinery, over three million cubic metres of dredged sand and re-usable waste material have been used to raise ground levels and create new land for the port.

Ramboll supported the client in obtaining an environmental permit – the largest re-use permit granted by the Environment Agency at the time – allowing the import and re-use of carefully controlled waste material.

The scale of the development, and DP World’s commitment to environmental excellence, meant that an environmental management system (EMS) was needed. Ramboll assisted DP World London Gateway with development and implementation of an EMS for the construction phase and then extended this to include operation of the Port and Logistics Park.

Development of a port of this scale involves complex planning issues; Ramboll’s environmental impact assessors have assisted DP World with the production of EIA materials and habitat regulations assessments.

From our early transactional support on contaminated land issues over a decade ago, through to ongoing development of operational EMS, we have been pleased to help DP World through this complex and challenging project regenerate this former oil refinery into a world-class gateway to the UK.
